APPROACH

The Kaizen MEL Cycle

A practical methodology for building monitoring, evaluation, and learning systems that organisations actually use.

Most MEL work ends the same way: a framework gets delivered, a report gets filed, and the organisation is exactly as dependent on outside expertise as it was before. That is not a rigour problem. It's a design problem.

The Kaizen MEL Cycle is built to solve it - a six-phase approach that can be used whether the work is building a MERL system from the ground up, running an evaluation, strengthening a team's capability, or advising leadership on what their evidence should be telling them. The starting problem changes. The method that gets an organisation to a system its own team can run, question, and improve doesn't.

Why it's a cycle, not a funnel

An indicator framework built once and filed away is the outcome this method is built against. Every pass through the six phases should leave an organisation's MEL system a little better suited to how it actually works. That's continuous improvement applied to evidence itself, not just a name on the door.

You already know the impact you're making.
The Kaizen MEL Cycle is how that knowledge becomes a system — one your team can keep running long after the engagement ends.
